How to enable Attack 2?

They probably uses the same attack type (Piercing/hero/normal) ect. In which case they will still exist and work ingame, but it will only show the first attack in the unit interface. To change it you have to change the attack type of one of them.

Also, remember, it will always try to use the first attack if possible, so if you want it to use other attacks, you have to set them to attack other allowed targets, like flying, structures, ect.

The problem is that both have the same attack targets.

Attack 1 is allowed to attack ground units, attack two is allowed to attack ground units.
So simply set the targets allowed for attack two to only air units and that attack will show up.
 
But what if I want both attacks to to target ground units?

You cannot have two attacks targeting the same area: you can't have two ground attacks or two air attacks, you can't have one melee ground attack and a ranged ground attack (like how it's done in the Dawn of War games).

I hate this but unfortunately it is hard-coded in the game.

The only way around this is by using abilities based on Phoenix Fire and Arrows (I think).
