You can use Button Manager:

If you are looking to convert icons--it'll automatically add borders and whatnot. Or you can use this online app by Cohadar:
http://wc3borderizer.appspot.com/
Although apparently it doesn't support TGA, so it might not work for you.
For all other BLP conversions, I recommend:
