How to build something on a high place.

By "build" are you referring to trying to place a structure unit during a session of the map or trying to place a doodad/destructable in the editor?

When placing doodad/destructable in the editor you can raise/lower them with page up/down hotkeys. You can also hold shift to place them in unpathable areas normally unsuitable for placement.

In that map you can't really go under the bridge btw, all units who try to get teleported to the other side of the bridge.

Be aware Warcraft III is a 2D game mechanically. If you want units to walk on top of the walls they will not be able to walk under them. In reality units to not walk on anything, as they are processed in a 2D space for movement and position purposes with their height being entirely graphic. You can allow units to visually walk on top of models by making the model a destructable in the object editor based on something like a bridge and setting the walkable flag on.
