Dont do that. Cuz if you kill the unit at the right time then it could respawn right after you kill it.

^(do this for each unit that you want in region unless you have say 3 of the same unit then do create 3 of that unit)
Else - Actions
You gotta do this for each region that contains units, i dont know if there is any other way that could be easier, i wouldnt use the create unit at position of dying unit because then what if the units moves and you kill it somewhere other than the original location.
