[General] How do I turn all the current land into shallow water?

I want to turn all of this:

All land as dry land

into this

All land becomes shallow water

How do I do that manually to all parts of the map without having to do it manually? Is there a way?

So should set the Initial Cliff Level to Shallow Water when you create a new map.
