[General] How do I create a Creep over lvl 10?

Go to Advanced -> Gameplay Constants, check the "Use Custom Gameplay Constants" box in the top left corner. Then scroll to the very bottom and you'll find "Unit Maximum Level: 20". Shift-click it and set it's value to your desired limit. Now you can set your Unit's Level inside the Object Editor (Stats - Level) to anything up to this limit.

Note: Shift-click allows you to go over the limit for most Integers/Reals. You can even set Negative values for fields if you check "Allow negative real values" in File->Preferences->General.
