[General] How can I make castable ability passive?

I want to make the Lightning shield to become passive (the lightning orbs autocast and stay on the hero, no need to manually cast)

You cannot just change an ability to such a passive "mode" as you stated, and while Arhowk's reply is perfect this time as it is a pretty basic request, in the future you'll likely be triggering the whole ability.

Immolation doesn't stack last I remeber.
