Wrong place to post this, try the trigger & scripts section, but anyways.
Try to make your post more clear, atm it's quite hard to understand what you mean.
JESP is just a document that has nothing to do with the spell functionality (hope I spelled that right), there are a lot of things that could be making the special effects not appear, we need to see the trigger to be able to find out the solution to the problem (but don't post it here, go to the trigger section).
