i want to make a noob mode for my map so that red can type -noob mode then it noob mode gets turned on.
what i want it do:
give their hero 1 level every 15 min (maybe lower/higher dunno yet how long map will take to complete)
and also that if their hero dies it will get revived

That should be pretty easy...

Just create a (initially disabled trigger), which adds 1 level every X seconds.
Then create a trigger that activates when a unit dies, with the conditions "Dying unit equal to a hero = true" and "noobmode = true" and revive the unit (don't forget to remove the location leak).
