Heroe purchase

Why if in my map I buy a hero and then it allows me to buy another one if I haven't upgraded to tier 2 or 3?? Its a dota style map what can be wrong? It allows me to buy as many heroes as I want :S

You have to set the maximum of heroes like:

Set Player1(red)'s maximum number of heroes to 1
