im making custom race and have 4 heroes
idk whats wrong but when im summoning hero , i can summon other heroes without upgrading town hall tier 2 and 3 ._.

can someone fix it?

Ah, that's simple. Check the gameplay constants in this map and you'll see what I changed.

It should work now.
