Well you havent made it clear how much you do know already but the basic operation is:

Extract .blp from .mpq

open it in a suitable editor or convert it to a format you can edit in your own programs.

Once open you need to edit the alpha channel so that any spot on the image you want to disappear is transparent.

then save your image and if you have to convert it back to a .blp

Of course theres more to each step than that but I'll need to know how much of this you already know.
