How to make custom level in warcraft 3 reign of chaos? I want to make maximum hero level 30, because i am working on good RPG map with beautiful terrain?

I really don't know how are YOU going to create a "good RPG map with beautiful terrain" since it's impossible in Reign of Chaos. Get Frozen Throne. Actually, don't. You can't even make an approved map. But, alas, you create a level by doing this:
-unit editor
-Find a Hero you want
-Find "Level" option
-Set it to 30.

I think you have to change in the User Interface (or was it Game Constants) the maximal level of heros to 30 or whatever you want.

Ah sorry i did not know where to post.Because here it says Map development...And what u mean my maps can't get approved?
