Help- Don't know why this doesn't work.

This trigger is for a crosshair unit (circle of power) so that when it uses fire it gives nearby units the targeted buff. Then this trigger should kill 1 of them but it doesn't work. I can't work out why so would appreciate any help, thx. If you need to see the whole map just say.
