Alright, I've posted this at several website forums, and have discussed it with lots of people. And here's what it has come down to:
The hardest levels in Halo 3 are:
THE ARK:
This level is filled with difficult sniping trials where you are not only looking for moving targets, but the targets are moving to flank your position. There are also several boss fights in the level, The Scarab Tank Fight, and the Two Hunters to name a few. Not only that, but it is very long, and it makes sure to stretch on it's difficulty throughout the level. Bungie has confirmed this is a hard level, as beating it on legendary (this and some of the other hard maps) gives you a special multiplayer armor.
HALO:
Halo... in this level, you start off with an impossibly difficult last stand against literally hundreds of mindless flood zombies. Most are armed with light weaponry, some with heavier weapons such as gravity hammers and brute shots. All swarming around you, and some landing from pods in the sky. But, even after you fight off the horde, you are still left with the challenge of a difficult and sad boss fight; The Monitor Showdown. After you have defeated the Monitor, then you proceed back through the barren field where you killed the flood army, to find that they have reformed themselves and are trying to kill you, and your soul objective is to get through them and escape, via a slippery ice staircase. After all of that, you have to make your way onto a warthog and go through a repetitive race for your life over exploding tiles and flood zombies. Good luck finishing this one on legendary, but just like the hard, it's possible, but damn hard.
