This is such a cool model! I too have been writing an alternate universe about the Scarlets having half-elves and half-orcs. I even gave those two races a bone in population and their own purposes, because why not?

The Hall of Champions is a chamber within the Scarlet Halls. It lies beyond the Footman's Armory, and its sole occupant is the Scarlet Crusade's weapons trainer, Armsmaster Harlan.
As I see it, the answer is simple: they had non-human members at first - partly from former members of the Silver Hand, partly from refugees of Lordaeron and Quel'Thalas (of course, those who were able to fight).
But as these members fall in countless battles against the Scourge, there were nowhere to recruit new elves/dwarves - because they were minor part of Lordaeron's population, because of Kael'thas's departure, and then - because of growing zeal of the Crusade. In the end, all that left are statues in a monastery.
But remember that Scarlet Crusade starts with the noble cause and had no racism in its views until Dreadlords came.
