Must've been a while since you played. But honestly, what do you think tho? They'd rather get the money the botters pay, than ban a player permanently. The game is all profit to them.

on that realm you had a lot of GMs that didnt care. problem is that wow gold farming and botting is a massive game of cat and mouse with the GMs on the losing side. they can ban an account but when the botter has 5,000 cdkeys in his draw what does it matter? not only that but some of the botters protest and the GMs have to fill out forms explaining why these people are protesting and why they are refusing to help (or at least my mate who was a GM had to). its alot of hassle, a three day ban is easier. GMs have real users to worry about.
