Firstly, I offer my most humble apologies if this is in the wrong place.

Could there be an option to remove resources with very few votes when sorting resources by user rating? It seems rather inaccurate when there are 5.0 files with only one/two votes...

I wouldn't, because voted or not, the resource moderators still have to approve the resource. The user voting is just a (de)motivation to (un)approve the resource.
