No it isn't, it is a simple recolored skin, the changes are minimal.
This is by no means changed enough to be approvable.

Results matter, not how complex the changes are. It looks good, it's very warcraft style, and i like it. Plus it's his first attempt, and i find it useful.

That has a completely different usage, and it's far more useful than this.
