There are way too many problems with all the timer recycle systems for huge projects. But at the question at hand, do I really need to Pause non looping timers? (Was it proven there is an issue?)

No if you are certain the timer is paused/expired at the time of destruction. Otherwise yes you will need to pause it as destroying a timer does not stop its currently scheduled expiration from occurring but pausing it does.
Timers have way too many weird interactions. For maximum safety, your best bet is to use a timer recycler instead of destroying them.
As far as I am aware this was disproved. As long as one remembers to pause any active timer before destroying it then there should be no need for a timer recycling system.
