what is the rules for making custom race

After checking a lot of custom races so far, there is no actual rules for it. Its either you make the additional units to be a balance and compatible with the default ones or make something too powerful no one can beat it.

Or say "screw everything", then off to make a total conversion.

One day one should gather those races in a 12p map for 'who is more imbalanced'-all custom races contest.

Personally, I have long found MCV's Design Guide for the Fifth Race to be the best (although Interceptor's is great too, and contains some things MCV's doesn't).

Me and some old modding buddies have tossed around updating MCV's (and perhaps combining Interceptor's), along with some newly-discovered/designed, super-pertinent information into one big, super-comprehensive "Design Guide to Custom Races"... But it's definitely in the earliest of stages. So stick with those two, I'd say.
