[creating different weather effects in] Enveronment Regions

I tried different ways.
To make regions with different weather, permanently without being 'units enters a region X', all over the time on region X.
e.g. Region 001 <gen> has Lordaeron Rains Heavy
e.g. Region 002 <gen> has Northrend Blizzard Light (i guess it is blizzard)

Create a region, double click it (press spacebar to toggle clicking / creating regions), then press "add weather effect".
In-game you can make a weather effect with the following actions:
Environment - create weather effect at region
Environment - turn on last created weather effect
