if you want the item ability to be a normal ability, copy it in object editor and make it a normal ability then (there is a field called item ability, check "false" there)
You would also need triggers to say,
Event:
Unit drops item
Conditions:
Item = x
level of ability(x) for dropping unit > 0
Actions:
remove ability (x) from dropping unit
