Change tax/upkeep for specific Player by trigger?

Is it possible? If yes, can you describe a bit how it works and how to achieve it?

Do you want to make custom upkeep system or is your map altered melee that uses the normal upkeep system?

Let's say I want to make custom upkeep system. My system will base on how many gold miner player is using:
5 workers - no upkeep
6-10 - workers - normal upkeep
11-15 workes - high upkeep

I ignore connection between food used and upkeep.
