I did not think cell shaded graphics needed special animations...
To answer your question, it is possible to cell shade by over exposing with HDR but this is only 1 bit colour (black or white). As far as I know, SC2 does not have the required graphics pipline implimented for cell shading to occur properly.
It is not a simple value that has to be changed to convert a game to appear cell shaded. You need to totally alter how the graphics are built up and I believe this functionality is not yet supported in SC2.
It's no problem, I don't see why some clever texturing and light placement can't produce a similar effect (cartoony). The only pain with that being; you'd have to (ultimately) replace ALL textures, even terrain+doodads etc...
Hey, but those camaping between-mission things have a similar, effect, right? Like when you move your mouse on raynor or jukebox... You should check it out.

EDIT: Either of you know how to go about it? I think it can be done via triggers OR data, could be wrong but is it something to do with the animation property: "Highlight"?
Not sure. But I think that when I in Cortex RP acidentall spawned jukebox, it has the halo thingy when selecting it, so I think it's something with Data.
