Can't level 2 abilities

I can't learn the higher ranks of 2 abilities:
Breath of Frost, and Flak Cannons
According to The Helper Forums - View Single Post - List for unlevelable abilities? they should be level-able. Any ideas?
EDIT: Wow, found another intersting thing about them: even if I set them to rank 0, they stay at rank 1.

are you sure your abilities have many levels ?

Set them to Hero ability and let them have your favorit amount of levels.

Yes, they have 3 levels I know how to give unit abilities levels. But these just don't seem to recognize the fact that they are hero abilities...

is the level skip requirement too high? that could prevent you from leveling them. also, are there any tech tree requirements on them?
