i took a JPG image from the internet, pasted it into Mspaint, copied a part of it, and pasted that into irfanview/gimp and saved it as a tga.
I can open it with war3 viewer II, but when i try to save it i get "runtime error 53". I also tried adding an alpha channel in gimp, but that didnt help.
BLPconv.exe only converts 256x256, 512x512 etc ( apparently)

BTW .blp files are bastardized JPEGs anyways, so I can't imagine that converting the image to TGA beforehand would be good for the image quality. (TGA is lossless, but converting it back to JPEG is not.)

The program i originally used is actually warcraft 3 image extractor II.
now i tried warcraft 3 viewer, i can convert jpg bmp and tga all nicely, but the output blp file is 0 bytes in size :/ .It seems it can only convert original blizzard textures back to blp.

Hey Serpent, I was having the same problem but I just found out how to fix it.

The Run Time Error 53 is because it can't find the ijl15.dll file.

All you have to do to fix it is copy your ijl15.dll (You should find it already in your Warcraft III folder) and paste it into the folder where you have Wc3 Image Extractor II.exe

War3ModelEditor can convert textures, if you prefer.
1) Open War3ModelEditor
2) Go to File -> Open and pick your image
3) You should see the image now (if not, the image format may not be supported, or the file is corrupted)
4) Go to Windows -> Texture manager
5) Right-click the texture in the list and select "Export"
6) Choose a name to save as, make sure you change the extension to ".blp"
