@Zealon: No, it is not against the rules.
On topic, it looks like CnP shrunken, and then resized to 64X64 and then gotten a paintbrush and lightly dabbed the eyes.

Yeah this isn't going to get accepted. You at least should have at least Screenshotted another angle of the face but even then...
