The icon itself looks really cool, nice working with the colors and the smoky lightning look.
BUT, you can hardly see the running man and thats a shame, i would
say you should maybe make him a bit more visible with some darker coloring and shading.

I have no idea what is going on here (is it a body turning into water/wind?), give it a more distinct shape and make it look like actual electricity/lightning.

It would be nice, but does not really looks like lightning. It needs much more shading, highlighting, and texturing. With the mouth of the right it looks like more to a monster to me. Keep it up, it will be good.
