These ice crystals are very cold, touch them and become frozen for 5 seconds, you are unable to move nor cast any type of spells for the 5 second time period.

It's a really solid icon, however, I feel like it illustrates a different point. Perhaps glacial spikes like the Blade's Edge Mountains protruding from the ground. It's still a great looking icon!
