How I made it : First Draw a circle with low blue,then i add a filter,next i worked on the background,at the end i dodged the colors and finished.Thanks For +rep

I agree, the Hand is a bit off, try to define it a bit more obvious, maybe use a more differing color for it. Then the icon will be 5/5.
