I think this ball at the left bottom corner should be a bit darker and more detalised. Otherwise, that's a good icon.

Can be used for Chain Frost ability of smth like that. ^^

Yep, it's the Julia Fractal (or something like that, lol?) "Effect" from Paint.NET. I know the application in and out, and I can tell that icon is made in approximately... 5 seconds.
EDIT: Mandelbrot Fractal. Julia is the same shiz, just red instead though. -.-
