Indeed the lance needs more definition, and overall the icon needs to be a little less monotone. Also there could be a little 'smoke' that comes from the lance, to make it look more cold. (:

I'm not talking about a lance as in a weapon, but more of a spell. But I could try to improve the effects a bit though

(and, know what? Ice is usually pretty monotoned :p)
 
In that case, I'd recommend reworking, or at least adding an outline to the blue part to make it look like beam of frost. It looks like a pit with a river going through it now. You could try doing an icy projectile (maybe with an arrow-like shape), by using tones of blue and white to color it. Try to do a projectile similar to the icy arrow. If you're intending to stick with the beam style, increase the size, add a main flow (possibly curved), a mild glow around it and icy particles in and around it. Either way, it would require reworking.
