Sin'dorei300: Except that it looks flat, the blade's shape and the ''effect'' need work.
The effect looks solid and its color is boring, the whole icon needs proper shading/highlights.
I suggest u to add some details to make the icon more interesting.
Also, read some tutorials and practice more before uploading another icon.

It doesn't have the look of a critical strike. The "sword" doesn't look like a real one. For me, it looks more like a bloody ray.

It looks like a penetration skill. Probably, you can make the sword sharper, and the effects better.

From my optic it could be used as a critical strike icon or, as CakeMaster said, a penetration icon,
That said, you need to work some more on it. The blade doesn't really look like a blade even though it's obviously what it is. Take a look on how other artists have done blades.
I'm not sure whether the red part is blood or just an effect. If it's blood make it more fluidly, if it's an effect make it variate more.
