It's from Dota 2 like his other icons. The original abilities are called "shrapnel", "freezing field" and "omnislash".

Other people's work? lol.. Yea in game. But if you want icon from dota 2 into warcraft 3 is good. If you love dota 2

It is in The Hive Workshop rules, that you may not upload icons from a source other than yourself or a Blizzard game that is not Warcraft III, Starcraft II or WoW.

I know... but hiveworkshop need better icons like from Starcracrft 2 or WoW or self who test or use icons from others games ?!?! I can delete icons... but is Dota 2 have better icons.

Many games have better icons. This is a site where people upload their work. Everyone can use a DotA 2 icon if they want to. It's easy as hell.

The Hiveworkshop is a place to create, not to put borders on images.
