This looks like a recolor with some bad, unshaded freehand... And the icon doesn't even have a proper border, all you did is use neon glow.. Or that's all one would have to do to accomplish your effect.
It's a good concept, just work on the shading much more.

donut, it is a recolor with some bad, unshaded freehand. I suggest you look at some approved skins, tutorials, and such. Try to mimic already created skins or something. It's called "learning" ;-)
