shiiK: It is an improvement, but it's still not there. You should really check out some tutorials to get the body and head to look decent. I'd also like you to use a non-black background for the preview so we can see whether or not the black areas show. You'll also need to shade the beak - and some more shading on the wings and body wouldn't hurt either. Find some good references, some good tutorials, and keep working on it.

shiiK: Check some tutorials in our 2D art section, like Dentothor suggested. You've got potential, but you need to work more on this before I will approve it.
 
for a start, its good, but you need to put in more defineable detail into it so that it can look more like a macaw and not just blue squares. because thats all that can be seen at this point. try to make the feathers, seem more like feathers.
Read up on some tutorials to get more comfortable with texture and learn how to use different methods of shading and detail to be able to get a proper texture feel. Because at the moment there is no texture, and next to no detail. dont worry, it can all come with practice.
and btw, try to use alpha channels. you tried to cover it up on the screenshot but in came those black spots ARE visible.
