1.How can i makes a spell like storm hammer provides a buff like frost, slow or poison?
2.How can i use triggers to make dummy units cast a spell to units which aquired a new buff?

You just use trigger Unit - Order (dummy unit) to <your ability> <affected unit>. You must remember from which ability was that spell based (compare order strings) to use it on your units.

3. It is possible to add buffs without using dummy units?
