is it possible to enable the computer AI in the middle of a game? like say player 2 quits or leaves early, player 1 can type '-comp2' to enable/disable the AI

This is not possible as far as I am aware. AI can only be enabled for slots with a computer controller. It can be enabled at any time, but the controller must be a computer. AI cannot even be enabled for empty slots as empty is not a computer controller.

You can use a trigger system to emulate an AI. This might require writing script from the ground up to manage all the required behaviours but such AI can be enabled at will, even for active players.

Perhaps you could set some unused Player Slots to Computer controlled, and then when a player leaves the game you change the ownership of all of their stuff to a computer and adjust their alliance settings accordingly.

Player 2 leaves -> Player 14 (CPU) gains ownership of Player 2's units and becomes allies with Player 2's allies.

interesting idea that might actually work!

Edit:
do you know if it works with Neutral player slots? Or does it have to be a Computer controlled slot?
