Action Bar

How do I create an action bar such as the one Haven Forces where there are only room for 2x5 actions? normally there are room for 3x5 actions.

I'm making a map where there are hero units with 5 spells total, I think this kind of action bar would be more fitting for it.

Try using the UI editor to customize the game UI. It is highly likely they used custom UI in that map.
