It works if people are scripting it (it looks like a chatroom so I imagine they were), it will not work as a game unless significant continuous development resources are allocated to making new cases every day otherwise it will get boring fast.

Why are these people even bothering to write in English? It is clearly not their main language.

Well, someone created a Russian server, so, just don't worry, i belive there will be servers nearly in all languages.
