[General] about Medallion of Freedom

I want to make item that is like the medallion of freedom from WoW, removes one negative effect from the unit, but I wonder can it be used while stunned or disabled by something else, because that's the purpose of the item. And if it can't how do I do it then?

I unit that is stunned or disabled (paused) cannot use items.
And triggering the effect will be difficult when you can't detect the use of the Medallion item.

If you use the event "a unit issues an order with no target", and use mana shield(or abilities like that) as base spell, you can detect when a unit clicks item while it is stunned.

But I don't know about cooldown part, maybe you can disable item for X seconds (just like dota dagger) with triggers.

Oh. Didn't know that. That's pretty neat.

About the cooldown. Wouldn't an item cooldown do the trick?
