[Strategy / Risk] Ability ideas for a Corrupt Ruler?

Hello

Basically I am making a map that is based off of a Series. The gameplay is heavily based off of Azeroth Wars Risk, with events that affect gameplay occurring once certain conditions are met and so on. The game is supposed to be fast-paced, so there is no base building or resources.

There are several Factions, one of which is the "Government Loyalists", members of a secret society that have been rulling through a puppet-King. The leader of this society and the true ruler in secret is the Corrupt Ruler in question.

The puppet-King has been dethroned and the secret society ousted by the point in the timeline where the map takes place, but the Corrupt Ruler is still holding on to some of his wealth and power.

I need four abilities, standard set as in Melee (three normal ones and an Ultimate). Only one passive ability is ideal, the rest should be active.

I'd prefer if it's GUI only and nothing too complicated. Spells based on standard abilities are perfectly fine.

The Corrupt Ruler is more meant to influence from the background, not get involved in direct combat as he is very weak.

If more information on the map is needed, I will be glad to give it.

Any help is appreciated. I will be sure to credit you in the map (which I 100% plan to release on HIVE once it is complete. Progress is good so far).

Spy Network: Gives vision of every enemy town hall/building/building and unit on the map.

Stage Uprising: Targets a unit owned by an enemy. Creates a force of low-level race-appropriate units with the same team color as the target player next to that unit. Units increase in strength and number with spell level (e.g. for an Alliance enemy, two Militia / two Footmen / two of each).

Body Double: Immediately replaces the caster with an illusion that deals half damage while the caster gets Wind Walk. Alternately, Mirror Image with Taunt.

False Orders: Picks every enemy unit in an area and gives them a random order:
Move to closest friendly building, attack closest enemy building, move away from caster, attack closest friendly unit, Stop, become neutral for a limited time, etc. Any channeling units are interrupted.

There are some great ideas here. "Body Double" will fit in perfectly. "Stage Uprising" could also be used. I will consider the other ones but I'm not sure if they'll fit.

What series it's based on, who the loyalists are fighting against, what the goal of the secret society is, etc.
I didn't want to state the Series as I didn't want to potentially spoil anyone, but it's based on Attack on Titan.

The Loyalists' primary enemy is the Scout Regime (the branch of the military who ousted them) and the combined Garrison-Military Police Regimes (the other two branches of the military who aided in the coup against the original Government).

They are also fighting the Jaegerists (a fanatic group of former Regime-members) and Marley (a hostile nation).

The Loyalists' only ally are the 1st Brigade, which is a shady subset of the Military Police regime.

The goal of the Loyalists' is to reclaim their rule over the populace of the island they're situated on. To do this, they must kill the new ruler and reclaim a power that belonged to the Royal Family but was stolen years prior, currently held by the leading figure of the Jaegerists.

Interesting.

How secret is this ruler exactly? Do people even know he exists, does he look normal or like one of those giant naked cannibal people (no I haven't watched Attack on Titan, how did you ever guess)? And do the secret society enforce their rule with assassinations or bribery, controlling the food supply, etc.?

And does his faction have access to special magic or technology? Like if the map is an island, they have access to gear and goods from the mainland or something.

The society is completely unknown by the entire island. Nobody knows the Ruler (Rod Reiss is his name) exists.

Rod Reiss is a completely normal human.

The society does employ assassin's (their ally the 1st brigade is essentially a group of assassins).

The society has access to secret technology, but it's not anything major (some of the major secret technologies revealed in the Series following the coup are gas-lit lanterns and charge-launched explosive rockets).
