12 player games with computer players?

Neutral Extra and Neutral Victim are normally used for 6v6. Since you'll need another player, I'd try Neutral Passive or Hostile.

You'll need to do a bit of gameplay constant modifying in order for this to work. Change the following fields to something extremely high (100,000 should do it).

Creeps - Guard Return Distance
Creeps - Guard Return Time
Creeps - Guard Distance
Creeps - Radius to Notice Building Construction
Creeps - Radius to Notice Neutral Building Use

Since you can't create units for those players directly in the unit palette, you need to change ownership of the pre-placed buildings via triggers.
