Yes, that's also what I am thinking all the time. It is written pretty big:

Map Specifics

English only.
Don't submit other people's maps.
Again, no WIPs. Maps must be close to a final product. Everything must be ready to go.

Maybe it should be in red.

To be honest, this is a ripped map, as usually these kinds of map [those with No CD] are ripped versions.
