From my understanding all the remaining Orc leaders belong to Rangul progeny or are heavily associated with it...Where does that leave Skullcrusher? He is neither associated with Rangul's "dynasty" nor did his clan align willingly with Rangul.
Even on the last interlude he is not seen atop of the hill with the other leaders and he is clearly surrounded with Darkmind and Iron thunder orcs while all the other clans seem to be absorbed into deathbreeze?Where does this leave him...I mean how does he rank on the Dominion hierarchy.

The other great Orc clans are still existant and have not been absorbed into the Deathbreeze Clan, they simply were part of the Deathbreeze and later Dominion forces. There was no need to "force" them into the plot.
