I like to work my icons in 64 x 64, because that'S the original size used by Warcraft3. I like working this way because what I see is what I get ingame. Many artists likes working much bigger though and scaling down to 64 pixels.

I'd suggest working in multiple of 64. So...

128 per 128
256 per 256 or
512 per 512
