In order to get a pack approved, all the items in the pack must be approved. Substandard section is for maps that won't get approved, which means that it's pretty much permanent state. Are you sure you are not going to update the map, and thus it could be discarded, forever?

forever? this is not true. I once asked Rufus to move map to pending from substandd. it is not permanent if i someday decide to wok on it.
