They only become active when the contest end. They don't have to do anything before the entries are all done.

Under the title "Contest Judging and Voting", you can see four categories.
Judges is going to determine how much each entry fills each field.
So an entry with flawless terrain get 30/30 in the aesthetics field, but the gameplay may be bad, and therefore it only gets 10/40 in the gameplay field. Then the judge adds up the score, giving a final rating of x/100.
Does that explain it?
