I don't remember TBR much, but Gaias Retaliation used to be like that too. Tbh, there isn't much sense in having 500 levels of a stat anyway, but I'm not here to judge that. In any case, there is no need to tie it to hero skillpoints at all. Just have an ability that doesn't level in the spellbook. Every time that ability is cast add stats with a trigger, if the skillpoints exist for it. You don't even need to use normal skillpoints or it, it's enough if you keep track of your own version of skillpoints.
That all is assuming that you want to avoid having 500 levels. Spellbooks on their own have no point here. The only way they'd have a point is if you're trying to hide away some buttons or if you want to avoid actually leveling skills up.
If so, the logical conclusion is having an ability that doesn't level itself up at all and instead giving the stats with a trigger when that ability is cast.
